The FW is not designed to be a tool to “eliminate all plucking”, but rather to be used as an alternative to destroying feathers. It is well defined that a bird that has “preening activity” available to it in its cage will in many cases “pluck or preen” that device, thus taking away time the bird may have otherwise used to pluck itself.”
